When should you AVOID a risk vs MITIGATE it?

I understand avoidance eliminates the risk and mitigation reduces probability/impact. But in practice, how do you decide? If a risk has 80% probability and high impact, is that avoidance or mitigation territory?

General rule: AVOID when the probability AND impact are both high AND you can change the plan to eliminate it. MITIGATE when you can't eliminate it but can reduce it. Example: Moving to a different cloud provider to avoid a vendor lock-in risk = avoidance. Adding redundant servers to reduce downtime impact = mitigation.
